    Open Enrollment:

    Open Enrollment is your opportunity to determine if your current benefit elections meet your needs and learn about other benefit options which are available.  During Open Enrollment you may make changes to your insurance coverage (i.e. add coverage, switch plans or add/drop a dependent) and to sign up for your Flexible Spending Accounts for 2023.

    July 1, 2023 Rate Update:

    • The District health insurance rates will have a 4.5% overall rate change effective July 1, 2023. Note this is an overall percentage and there will be slight changes to the specific plan rates. For July 1, 2023, there are no benefit changes to the Copay or VEBA health plans.  The HSA health plan will have a slight increase in the deductible amount to comply with IRS regulations.The District’s health plan claims and costs continue to increase. 
    • The annualized paid claims through June 2023 are projected to be 6.2% higher than last plan year ending June 2022.  Based on projected claims, anticipated enrollment, and increased cost of services, the health rates for July 1, 2023 was calculated to increase by 11.6%.  
    • The District is fortunate to have a Self-Insured Health Fund to help mitigate increases.  The Insurance Committee recommended and the Board approved utilizing dollars from the Self-Insured Health Fund to provide a lower rate for the 2023-2024 year.  It is anticipated that approximately $900,000 dollars of the Health Fund will be utilized to subsidize the rate reduction.  The Health Fund dollars provide a one-time opportunity for rate relief.  It will not be sustainable to use the fund at this pace every year.  Thus, the Insurance Committee will continue to evaluate and review the health plans for ways to reduce costs while still providing quality coverage for employees.
    • As the bargaining unit contracts are not settled for the 2023-2025 contract years, the District Contribution for July 1, 2023 has not been determined.  The employee cost will not be higher than the rates listed in the Open Enrollment Guide.  Click on your specific bargaining group for the most up to date rate information.
                                                                                                                                                                                                                                                 

    2022-2023 Benefit Guide   

    The Life Event option has been suspended during Open Enrollment. A Life Event is when you have a qualified change in family status/life event such as, marriage, birth, adoption, divorce, spouse loses coverage, etc. that allows you to change your insurance elections.  If you need to make a Life Event change with an effective date before July 1st, please contact the Benefits Office at benefits@isd622.org or (651) 748-7492.

     How to Make Elections: SmartBen, the District's online benefits system  
    SmartBen is a secure site at https://isd622.smartben.net and is used for New Hire Enrollment, Life Event Changes and Open Enrollment elections. Please see the instructions below to assist you in completing enrollment. It is also a resource for insurance plan summaries, information, and forms for all benefit plans such as the Vision Service Plan (VSP), Delta Dental, Life Insurance and more. After you log into SmartBen, go to "Plans" at the top of the page. 

    If you are adding dependents to the benefit plans, you will need to provide documentation verifying their relationship to you. For example, if you are adding a spouse, you will need to provide a copy of your marriage certificate or redacted recent tax filing.  If you are adding a dependent, you will need to provide documentation such as a birth certificate, adoption record, child support order etc.  For more information go to www.isd622.org/lifeevent.
