Encompassing 42 square miles, District 622 includes all or portions of seven communities within the Twin Cities metropolitan area – North St. Paul, Maplewood, Oakdale, Lake Elmo, Landfall, Pine Springs and Woodbury.

Serving more than 81,000 residents, the district includes seven elementary schools (Pre-K-5), two middle schools (6-8), two high schools (9-12), an online school (9-12), two early childhood education centers, a learning center, a transition program and a senior center. The district’s wide variety of Community Education programs serve residents of all ages.

Non-Resident Open Enrollment includes all students who reside outside district boundaries. This includes:

• Students who begin the school year as ISD 622 residents, but move to another school district within the school year
• Students who end a prior school year as ISD 622 resident students, but move to another school district during the summer

ISD 622 makes every effort to approve applications from non-resident families, however, applications may be rejected due to school or program capacity, or other reasons. ISD 622 cannot guarantee enrollment in any specific school building. 

Applications for non-resident open enrollment are reviewed and processed in the order they are received. (Note: Priority is given to 4-year-old Pre-K students who already have older siblings enrolled in ISD 622).

Transportation is not available to non-resident open-enrollment students. Families must provide transportation.

To apply, non-resident families must fill out:

1. the district enrollment form(s)-see Enroll your Student(s) section above.
2. the appropriate Minnesota Department of Education Statewide Enrollment form. See the age-specific forms below.

In order to be considered for Early Entrance to Kindergarten, the State of MN mandates that students complete a comprehensive evaluation in cognitive, social, and emotional developmental domains. The assessment includes a guardian report, a normative behavior rating scale, and observations during a simulated Kindergarten.

Children whose 5th birthday falls between September 2 and October 31 can be considered for Early Entrance to Kindergarten.

1. Children must demonstrate superior intellectual abilities as measured by a standard score of 125+ on a nationally normed, individually administered test of cognitive ability.

2. Children must demonstrate academic skills considered to be above average compared to peers entering Kindergarten. Skills will be assessed using formal and informal measures as well as observations during a simulated Kindergarten experience. Examples of academic skills:
   • Colors
   • Numbers
   • Alphabet
   • Phonemic Awareness
   • Fine Motor
   • Social-Emotional
3. Children must demonstrate social, emotional and behavioral skills considered to be above the average of the majority of entering kindergartners. Assessment includes a guardian report,a normative behavior rating scale, and observations during a simulated Kindergarten. Examples of social, behavioral, and emotional skills:
   • Ability to focus attention on a variety of tasks
   • Ability to complete tasks in a reasonable amount of time
   • Willingness to participate, share and listen in a group setting
   • Socialization with peers
   • Well-developed fine motor skills proven through writing, cutting, and drawing.

Process

1. Information about early entrance to kindergarten is available to parents at early childhood screening.
2. Between January 15 and May 1, families may contact the Office of Early Learning to submit their early entrance to kindergarten application; along with a $200 application fee, (free and reduced fee is available for those who qualify).
3. Parents are eligible to attend a Kindergarten Information Night at their home school with the understanding their child may not qualify to attend kindergarten early.
4. Guardians are also encouraged to register their child for Pre-K to secure a spot in the event that their child will not be eligible for Kindergarten.

Students must complete a standardized cognitive assessment. If the child meets the intellectual assessment criteria, the child will attend a simulated Kindergarten experience in mid-to-late May. All attempts will be made to have the simulated kindergarten experience at the child’s assigned home school. During this simulated experience, a kindergarten teacher, principal of the Office of Early Learning, and school psychologist will assess academic, social-emotional skills, and fine motor skills.

Decision Making

1. The assessment team, including the kindergarten teacher, school psychologist, and early learning principal, determines early entrance to kindergarten. The decision is final and shared with the parents and the home school principal through a written assessment report.
2. If accepted early, the family may enroll the child in Kindergarten through the online enrollment process. A school must be selected based on availability AFTER age-eligible students are placed
3. Follow-Up
   • During weeks 3 and 6, the Office of Early Learning principal and the elementary school principal will assess the child’s progress and readiness for Kindergarten is determined at that time.
