Rationale: School District 622 – North St. Paul-Maplewood-Oakdale shall ensure that an equal educational opportunity is provided for all students of the school district.

Rationale: The school district takes seriously all concerns or complaints by students, employees, parents and other persons.  If a specific complaint procedure is provided within any other policy of the school district, the specific procedure shall be followed in reference to such a complaint.  If a specific complaint procedure is not provided, the purpose of this policy is to provide a procedure that may be used.

Rationale: The mission, mission outcomes, core values and strategies guide all the work of Independent School District 622 - North St. Paul-Maplewood-Oakdale.

Rationale:  The care, management, and control of the schools is vested by statutory and constitutional authority in the school board.  The school board shall carry out the mission of the school district with diligence, prudence, and dedication to the ideals of providing the finest public education.  The purpose of this policy is to define the authority, duties, and powers of the school board in carrying out its mission.

Rationale: The Board shall organize to maximize effectiveness in its governance role.  

Rationale:  The work of the of the Board of Education of School District 622 - North St. Paul-Maplewood-Oakdale is accomplished in a variety of public meetings.  Each is governed by accepted Rules of Order.

Rationale:  The purpose of this policy is to establish procedures relating to the maintenance of records of the school board and the publication of its official proceedings.

Rationale: The School Board embraces the philosophy of openness in the conduct of its business, in the belief that openness produces better programs, more efficiency in administration of programs, and an organization more responsive to public interest and less susceptible to private interest.  The School Board shall conduct its business under a presumption of openness.  At the same time, the School Board recognizes and respects the privacy rights of individuals as provided by law.  The School Board also recognizes that there are certain exceptions to the Minnesota Open Meeting Law as recognized in statute where it has been determined that, in limited circumstances, the public interest is best served by closing a meeting of the School Board.

Rationale:  The school board recognizes the value of participation by the public in deliberations and decisions on school district matters.  At the same time, the school board recognizes the importance of conducting orderly and efficient proceedings, with opportunity for expression of all participants’ respective views.  The purpose of this policy is to provide procedures to assure open and orderly public discussion as well as to protect the due process and privacy rights of individuals under the law.

Rationale:  The purpose of this policy is to emphasize the importance of the policy-making role of the school board and provide the means for it to continue to be an ongoing effort.

Rationale: The Board of Education in adherence to the Code of Conduct makes a positive contribution to the community and the lives of its children by formulating sound educational policies, maintaining and making available to the community facilities and equipment for the educational programs, and by providing an atmosphere which encourages the participation of the community in the educational process.

Rationale:  The purpose of this policy is to observe state statutes regarding conflicts of interest and to engage in school district business activities in a fashion designed to avoid any conflict of interest or the appearance of impropriety.

Rationale: The purpose of this policy is to provide guidance about the school district’s position, rights, and responsibilities when a civil or criminal action is pending against the school district, or a school board member, school district employee, or student.

Rationale: In recognition of the need for continuing in-service training and development for its members, the purpose of this policy is to encourage the members of the school board to participate in professional development activities designed for them so that they may perform their responsibilities.

Rationale: The purpose of this policy is to control out-of-state travel by School Board Members as required by law.

Rationale: The Board of Education of School District 622 – North St. Paul-Maplewood-Oakdale is committed to the highest quality performance in its stewardship of the public schools for its community.

Rationale: Understanding the conditions of School Board service is an important aspect of fulfilling the responsibility.

Rationale: The purpose of this policy is to clarify the role of the superintendent and its relationship with the school board.

Rationale: The purpose of this policy is to recognize the importance of the role of the superintendent and the overall responsibility of that position within the school district.  The Board of Education for Independent School District 622 – North St. Paul-Maplewood-Oakdale, in recognizing the importance of the recruitment and hiring of the highest quality person to be the Superintendent of School District 622, will engage in a process that meets the highest standard of personnel practices, involves the staff and community appropriately, and recognizes its legal obligation to offer a contract to the person that in its judgment will best serve the District, its children and its community.

Rationale: The Board recognizes that while it is a policy-making body, the execution of policy and the organization of the district is properly delegated to the superintendent who is responsible for the highest quality of action and behavior. 

Rationale: It is the responsibility of the Board of Education of Independent School District 622 to develop policy in accordance with the requirements of law and public expectation for the education of its children.  It is the responsibility of the Superintendent to implement and manage the policies of the district through the creation of rule, regulation and procedures.

Rationale: The importance of the role of educators, support staff and the Board of Education members to the learning of students is enhanced by the modeling of behaviors and values consistent with those in the district

Rationale: It is the responsibility of the Board of Education to evaluate the Superintendent.  Clear expectations and criteria support the fair evaluation and success of the Superintendent of School District 622 - North St. Paul-Maplewood-Oakdale

Rationale: School District 622 – North St. Paul-Maplewood-Oakdale shall provide equal employment opportunity for all applicants for school district employment and school district employees.

Rationale:  School District 622 – North St. Paul-Maplewood-Oakdale shall provide a fair employment setting for all persons and shall comply with state and federal law.

Rationale: The purpose of this policy is to achieve the effective operation of the school district’s programs through the cooperation of all employees under a system of policies and rules applied fairly and uniformly.

Rationale:  The purpose of this policy is to maintain a safe and healthful environment in the school district in order to promote the physical, social, and psychological well-being of its students.  To that end, the school district will seek a criminal history background check for applicants who receive an offer of employment with the school district and on all individuals who are offered the opportunity to provide athletic coaching services or other extracurricular academic coaching services to the school district, regardless of whether any compensation is paid, or such other background checks as provided by this policy.  The school district may also elect to do background checks of other volunteers, independent contractors, and student employees in the school district.

Rationale: The purpose of this policy is to comply with the Minnesota Veterans Preference Act (VPA) which provides preference points for veterans applying for employment with political subdivisions, including school districts, as well as additional rights for veterans in the discharge process.

Rationale:  School District 622 – North St. Paul-Maplewood-Oakdale shall provide guidance to school district employees as to the data the school district collects and maintains regarding its personnel.

Rationale:  School District 622 – North St. Paul-Maplewood-Oakdale shall provide school district employees a place of employment and conditions of employment free from recognized hazards that are likely to cause death or serious injury or harm. (Minn. Stat. § 182.653, Subd. 2)

Rationale:  The purpose of this policy is to protect the privacy rights of school district employees and students under both state and federal law when requested to testify or provide educational records for a judicial or administrative proceeding.

Rationale: The purpose of this policy is to identify and reserve the proprietary rights of the school district to certain publications, instructional materials, inventions, and creations which employees may develop or create, or assist in developing and creating, while employed by the school district.

Rationale:  School District 622 – North St. Paul-Maplewood-Oakdale shall provide for family and medical leave to school district employees in accordance with the Family and Medical Leave Act of 1993 (FMLA) and also with parenting leave under state law

Rationale:  The district shall identify school district business expenses that involve initial payment by an employee and qualify for reimbursement from the school district, and to specify the manner by which the employee seeks reimbursement.

Rationale:  School District 622 – North St. Paul-Maplewood-Oakdale shall maintain a learning and working environment that is free from harassment and violence on the basis of race, color creed, religion, national origin, sex, gender identity, gender expression, age, marital status, familial status, status with regard to public assistance, sexual orientation, or disability.

Rationale:  The purpose of this policy is to make clear the statutory requirements of school personnel to report suspected child neglect or physical or sexual abuse.

Rationale:  The purpose of this policy is to make clear the statutory requirements of school personnel to report suspected maltreatment of vulnerable adults.

Rationale: The school board recognizes the significant problems created by drug and alcohol use in society in general, and the public schools in particular.  The school board further recognizes the important contribution that the public schools have in shaping the youth of today into the adults of tomorrow.  

The school board believes that a work environment free of drug and alcohol use will be not only safer, healthier, and more productive but also more conducive to effective learning.  Therefore, to provide such an environment, the purpose of this policy is to provide authority so that the school board may require all employees and/or job applicants to submit to drug and alcohol testing in accordance with the provisions of this policy and as provided in federal law and Minn. Stat. §§ 181.950-181.957.

Rationale: School District 622 – North St. Paul-Maplewood-Oakdale recognizes that chemical use and abuse constitutes a grave threat to the physical and mental well-being of students and employees and significantly impedes the learning process. Chemical use and abuse also creates significant problems for society in general. The school board believes that the public school has a role in education, intervention, and prevention of chemical use and abuse. The purpose of this policy is to assist the school district in its goal to prevent chemical use and abuse by providing procedures for education and intervention.

Rationale:  School District 622 – North St. Paul-Maplewood-Oakdale shall maintain a safe and healthful environment for employees and students by prohibiting the use of alcohol, toxic substances, medical cannabis, and controlled substances without a physician’s prescription.

Rationale:  School District 622 – North St. Paul-Maplewood-Oakdale shall maintain a learning and working environment that is tobacco-free.

Rationale:  Public concern that students and staff of the school district be able to attend the schools of the district without becoming infected with serious communicable or infectious diseases, including but not limited to, Human Immunodeficiency Virus (HIV), Acquired Immunodeficiency Syndrome (AIDS), Hepatitis B, and Tuberculosis, requires that the school board adopt measures effectively responding to health concerns while respecting the rights of all students, employees, and contractors, including those who are so infected. The purpose of this policy is to adopt such measures.

Rationale: The purpose of this policy is to avoid the appearance of impropriety or the appearance of a conflict of interest with respect to gifts given to school district employees and school board members.

Rationale:  The school district is committed to an educational environment in which all students are treated with respect and dignity.  Every school district employee is to provide students with appropriate guidance, understanding, and direction while maintaining a standard of professionalism and acting within accepted standards of conduct.

Rationale: The purpose of this policy is to establish general parameters for determining the workload limits of special education staff who provide services to children with disabilities receiving direct special education services 60 percent or less of the instructional day.

Rationale: School District 622 recognizes that today’s society is different from previous generations.  Cell phones play an important part in employee and student safety and communications. 

Rationale:  The mission of ISD 622 school district, which includes the School Board, is to commit each day to develop and empower lifelong learners who thrive in diverse communities.  The purpose of this policy is to act to eliminate racial disparities experienced by students of color while overcoming the achievement gap caused by the opportunity gap and promoting multicultural solidarity.  Furthermore, the school district will support changes that further the successful educational development and well-being of every student including those most impacted by racism of any type.

Rationale:  ISD622 is committed to supporting lifelong learners. The purpose of this policy is to provide tuition support to employees so they can continue to broaden their learning and development opportunities. The Tuition reimbursement program will keep employees engaged and committed to our District families and community members. 

Rationale: The purpose of this policy is to establish consistent employment guidelines and to prevent situations where an individual may have, or be perceived to have, unfair influence over the career development, work assignments or work direction, performance reviews, or compensation of a family member or business partner who is also employed by the district

Rationale:  School District 622 – North St. Paul-Maplewood-Oakdale shall assure a safe school environment for students, staff and the public.

Rationale:  School District 622 – North St. Paul-Maplewood-Oakdale shall provide for a safe and healthful educational environment by enforcing the school district’s policies against contraband

Rationale: The school board believes that regular school attendance is directly related to success in academic work, benefits students socially, provides opportunities for important communications between teachers and students and establishes regular habits of dependability important to the future of the student.  The purpose of this policy is to encourage regular school attendance.  It is intended to be positive and not punitive.  This policy also recognizes that class attendance is a joint responsibility to be shared by the student, parent or guardian, teacher and administrators.  This policy will assist students in attending class.

Rationale: The purpose of this policy is to enhance the education of students by establishing expectations that support school success.

Rationale: The purpose of this policy is to protect the exercise of students’ and employees’ free speech rights, taking into consideration the educational objectives and responsibilities of the school district.

Rationale:  School District 622 – North St. Paul-Maplewood-Oakdale shall ensure that students are aware of and comply with the school district’s expectations for student conduct.  Such compliance will enhance the school district’s ability to maintain discipline and ensure that there is no interference with the educational process.  The school district will take appropriate disciplinary action when students fail to adhere to the Code of Student Conduct established by this policy.

Rationale: The purpose of this policy is to ensure that the school district complies with the overall requirements of law as mandated for certain students subject to individualized education programs (IEPs) when necessary to provide a free appropriate public education (FAPE).

Rationale: The school district desires to participate in the Enrollment Options Program established by Minn. Stat. § 124D.03.  The purpose of this policy is to set forth the application and exclusion procedures used by the school district in making said determination.

Rationale: Independent School District 622 - North St. Paul-Maplewood-Oakdale mission to educate and empower all learners brings with it the responsibility to protect the use of the district credibility for anything other than what has been approved through Administrative Rules, Regulation and Procedure. This policy is established to safeguard the students and their parents from money-raising plans of outside organizations, commercial enterprises and their representatives.

Rationale: The purpose of this policy is to protect students’ rights to free speech in production of official school        publications while at the same time balancing the school district’s role in supervising student publications and the operation of public schools.

Rationale: The purpose of this policy is to provide guidance to professional staff, parents and students regarding student promotion, retention, and program design.

Rationale: 

A safe and civil environment is needed for students to learn and attain high academic standards and to promote healthy human relationships.  Bullying, like other violent or disruptive behavior, is conduct that interferes with a students’ ability to learn and/or a teacher’s ability to educate students in a safe environment.  The school district cannot monitor the activities of students at all times and eliminate all incidents of bullying between students, particularly when students are not under the direct supervision of school personnel.  However, to the extent such conduct affects the educational environment of the school district and the rights and welfare of its students and is within the control of the school district in its normal operations, the school district intends to prevent bullying and to take action to investigate, respond to, and to remediate, and discipline for those acts of bullying which have not been successfully prevented.  The purpose of this policy is to assist the school district in its goal of preventing and responding to acts of bullying, intimidation, violence, reprisal, retaliation, and other similar disruptive and detrimental behavior.

Rationale:  School District 622 – North St. Paul-Maplewood-Oakdale will set forth the provisions that must be followed when administering nonemergency prescription medication to students at school.

Rationale: The School District recognizes that it is serving students with complex health needs.  The school district also recognizes that school district staff may be requested to withhold emergency care of a student in the event of a life threatening situation at school or school activities or be presented with Do Not Resuscitate/Do Not Intubate (DNR-DNI) orders.  The purpose of this policy is to provide guidance to school district staff and parents or guardians in these situations.

Rationale: There are occasions in which persons other than school district officials and employees find it necessary to speak with a student during the school day.  Student safety and disruption of the educational program is of concern to the school district.  The purpose of this policy is to establish the procedures for access to students by authorized individuals during the school day while insuring student safety and the maintenance of a positive educational environment.

Rationale: Occasionally the school district utilizes surveys to obtain student opinions and information about students.  The purpose of this policy is to establish the parameters of information that may be sought in student surveys.

Rationale:  School District 622 – North St. Paul-Maplewood-Oakdale shall protect disabled students from discrimination on the basis of disability and identify and evaluate learners who, within the intent of Section 504 of the Rehabilitation Act of 1973, need services, accommodations, or programs in order that such learners may receive a free appropriate public education.

Rationale:  School District 622 – North St. Paul-Maplewood-Oakdale shall protect students from discrimination on the basis on sex in its education programs or activities, and it is required by Title IX of the Education Amendments of 1972, and its implementing regulations, not to discriminate in such a manner a requirement not to discriminate in its education program or activity extends to admission and employment.  The school district is committed to maintaining an education and work environment that is free from discrimination based on sex, including sexual harassment.

Rationale:  School District 622 – North St. Paul-Maplewood-Oakdale shall set forth policies and guidelines for access to the school district computer system and acceptable and safe use of the Internet, including electronic communications.

Rationale:  School District 622 – North St. Paul-Maplewood-Oakdale shall maintain a safe learning environment for students and staff that is free from hazing.  Hazing activities of any type are inconsistent with the educational goals of the school district and are prohibited at all times.

Rationale:  District 622 - North St. Paul-Maplewood-Oakdale school recognizes that the purpose of this policy is to require that all students receive the proper immunizations as mandated by law to ensure the health and safety of all students.

Rationale: Minnesota statute requires the recitation of the Pledge of Allegiance in all schools at least once a week.

Rationale:  School District 622 – North St. Paul-Maplewood-Oakdale shall describe the appropriate use of peace officers and crisis teams to remove, if necessary, a student with an individualized education program (IEP) from school grounds.

Rationale:  School District 622 – North St. Paul-Maplewood-Oakdale shall set forth methods that promote student wellness, prevent and reduce childhood obesity, and assure that school meals and other food and beverages sold and otherwise made available on the school campus during the school day are consistent with applicable minimum local, state, and federal standards.

Rationale: The purpose of this policy is to ensure that students receive healthy and nutritious meals through the school district’s nutrition program and that school district employees, families, and students have a shared understanding of expectations regarding meal charges.  This policy seeks to allow students to receive the nutrition they need to stay focused during the school day and minimize identification of students with insufficient funds to pay for school meals as well as to maintain the financial integrity of the school nutrition program

Rationale: The purpose of this policy is to foster an educational environment that is safe and free from discrimination for all students, regardless of gender identity or gender expression, and to facilitate compliance with local, state, and federal laws prohibiting discrimination. 

This policy is also designed to support the school district’s mission to commit each day to develop and empower lifelong learners who thrive in diverse communities.

Rationale: The purpose of this policy is to establish parameters for the use of service animals by students, employees, and visitors within school buildings and on school grounds

Rationale: The purpose of this policy is to establish broad curriculum parameters for the school district that encompass the Minnesota Graduation Standards and federal law and are aligned with creating the world’s best workforce.

Rationale: The purpose of this policy is to provide for a timely determination of the school calendar and school day.

Rationale:  School District 622 – North St. Paul-Maplewood-Oakdale shall provide direction for continuous review and improvement of the school curriculum.

Rationale: The purpose of this policy is to provide for the development of course offerings for students.

Rationale: The purpose of this policy is to provide direction and to delegate responsibility for selection and reconsideration of library materials.

Rationale: The purpose of this policy is to recognize the need for alternative education programs for some school district students

Rationale:  The purpose of this policy is to provide direction for selection of textbooks and instructional materials.

Rationale: The purpose of this policy is to set forth the position of the school board on the need to provide special educational services to some students in the school district.

Rationale: The purpose of this policy is to identify the status of religion as it pertains to the programs of the school district

Rationale:  The purpose of this policy is to provide guidelines for student trips and to identify the general process to be followed for review and approval of trip requests

Rationale: The district shall encourage and facilitate involvement by parents of students participating in Title I in the educational programs and experiences of students.  The policy shall provide the framework for organized, systematic, ongoing, informed, and timely parental involvement in relation to decisions about the Title I services within the school district.  The involvement of parents by the school district shall be directed toward both public or private school children whose parents are school district residents or whose children attend school within the boundaries of the school district.

Rationale:  The purpose of this policy is to set forth requirements for graduation from the school district.

Rationale: The purpose of this policy is to set forth the school district’s testing plan and procedure.

Rationale: The purpose of the policy is to provide adequate opportunity for students identified as having individualized education program (IEP), Rehabilitation Act of 1973, § 504 accommodation plan (504 plan), or English Learner (EL) needs.

Rationale:  The district shall focus public education strategies on a process which promotes higher academic achievement for all students and ensures broad-based community participation in decisions regarding the implementation of the Minnesota Academic Standards and federal law

Rationale: The purpose of this policy is to institute a process for the establishment and revision of assessments to measure achievement toward meeting the Minnesota Academic Standards, track academic progress over time, and provide Minnesota graduates information related to career and college readiness.

Rationale: The purpose of this policy is to recognize student achievement which occurs in Post-Secondary Enrollment Options and other advanced enrichment programs.  The purpose of this policy also is to address the transfer of student credit from out-of-state, private, or home schools and online learning programs and to address how the school district will recognize student achievement obtained outside of the school district.

Rationale: The Minnesota Reading to Ensure Academic Development Act, known as the READ Act, was passed and signed into law on May 24, 2023. The goal of this legislation is to have every child reading at or above grade level every year, beginning in kindergarten, and to support multilingual learner and students receiving special education services in achieving their individualized reading goals. The READ Act replaces Read Well by Third Grade (RWBTG) in Minnesota Statutes 2022, section 120B.12, effective July 1, 2023. (https://education.mn.gov/MDE/dse/READ/)  The purpose of this policy is to support the implementation of the READ Act in ISD 622.

Rationale:  District 622 - North St. Paul-Maplewood-Oakdale School District recognizes that the purpose of this policy is to provide an evaluation process for early entrance to kindergarten

Rationale: The purpose of this policy is to establish procedures for the modification of the school district’s adopted revenue and expenditure budgets

Rationale: The purpose of this policy is to establish lines of authority and procedures for the establishment of the school district’s revenue and expenditure budgets.

Rationale: The purpose of this policy is to adopt the Uniform Financial Accounting and Reporting Standards for Minnesota School Districts in guidelines adopted by the Minnesota Department of Education.

Rationale: The purpose of this policy is to provide for an annual audit of the books and records of the school district in order to comply with law, to provide a permanent record of the financial position of the school district, and to provide guidance to the school district to correct any errors and discrepancies in its practices.

Rationale: The purpose of this policy is to establish guidelines for the investment of school district funds.

Rationale:  School District 622 – North St. Paul-Maplewood-Oakdale shall provide transportation of students consistent with requirements of law.

Rationale:  School District 622 – North St. Paul-Maplewood-Oakdale shall address transportation rights of nonpublic school students and to provide equality of treatment in transporting such students pursuant to law.

Rationale:  School District 622 – North St. Paul-Maplewood-Oakdale shall provide safe transportation for students and educate students on safety issues and the responsibilities of school bus ridership.

Rationale:  The transportation of students to and from school is an important function of the school district, and transportation by the school district is a privilege and not a right for an eligible student.  The behavior of students and employees on the bus is a significant factor in the safety and efficiency of school bus transportation.  Student and employee misbehavior increases the potential risks of injury.  Therefore, the school district believes that video recording student passengers and employees on the school bus will encourage good behavior, and, as a result, promote safety.  The purpose of this policy is to establish a school bus video recording system.

Rationale:  Maintaining the health, welfare, and safety of students, staff, and visitors while on school district property and the protection of school district property are important functions of the school district.  The behavior of individuals who come on to school property is a significant factor in maintaining order and discipline and protecting students, staff, visitors, and school district property.  The school board recognizes the value of video/electronic surveillance systems in monitoring activity on school property in furtherance of protecting the health, welfare, and safety of students, staff, visitors, and school district property.

Rationale:  The purpose of this policy is to create new fund balance classifications to allow for more useful fund balance reporting and for compliance with the reporting guidelines specified in Statement No. 54 of the Governmental Accounting Standards Board (GASB).

Rationale:  School District 622 – North St. Paul-Maplewood-Oakdale shall establish procedures to govern vending machines installed in school facilities in the school district.

Rationale: The purpose of this policy is to ensure compliance with the requirements of the federal Uniform Grant Guidance regulations by establishing uniform administrative requirements, cost principles, and audit requirements for federal grant awards received by the school district.

Rationale:  The school district recognizes its responsibility relative to the collection, maintenance, and dissemination of public data as provided in state statutes.

Rationale: The School Board (the “Board) of Independent School District No. 622 has chosen, by policy, to take steps to help ensure that all obligations will be in compliance with all applicable federal regulations.  This policy may be amended, as necessary, in the future

Rationale: The mission of the Procurement Department is to facilitate the strategic acquisition of goods and services for ISD 622 while upholding the highest legal and ethical standards of responsible business and procurement practices with the well-being of students a basic principle in all decision making and actions.

Rationale: The purpose of this policy is to implement the Equal Access Act by granting equal access to secondary school facilities for students who wish to conduct a meeting for religious, political, or philosophical purposes during noninstructional time.

Rationale:  School District 622 – North St. Paul-Maplewood-Oakdale shall provide guidelines for the superintendent to assist in timely disposition of obsolete equipment and material.

Rationale:  School District 622 – North St. Paul-Maplewood-Oakdale shall establish a resource recovery program to promote the reduction of waste, the separation and recovery of recyclable and reusable commodities, the procurement of recyclable commodities and commodities containing recycled materials, the disposition of waste materials and surplus property, and the establishment of a program of education to develop an awareness of environmentally sound waste management. (Minn.Stat. 115A.15, Subd. 1)

Rationale:  School District 622 – North St. Paul-Maplewood-Oakdale shall, to the extent possible, engage in ongoing emergency planning within the school district and with emergency responders and other relevant community organizations.  The school district will ensure that relevant emergency responders in the community have access to their building-specific crisis management plans and will provide training to school district staff to enable them to act appropriately in the event of a crisis

Rationale:  The purpose of this policy is to provide for distribution of materials appropriate to the school setting by non-staff, and school staff acting on behalf of a non-school organization and non-students on school district property in a reasonable time, place, and manner which does not disrupt the educational program nor interfere with the educational objectives of the school district.
