District 622 Facilities Master Plan
[NORTH ST. PAUL, MN, March 23, 2018] During the fall of 2017, district administration hosted more than 30 meetings with 622 parents and staff to gather feedback for addressing space and overcrowding issues within 622 elementary schools. One of the ideas we explored was a grade reconfiguration that would move 5th graders to middle school to allow for more space at the elementary sites.
After reviewing staff and parent feedback, we decided not to move forward with a grade reconfiguration at this time. Instead, we will plan for future elementary boundary changes, along with building renovations. Facilities updates are a viable option because 622 is currently on track to pay off previous facilities debt in the near future. With this debt forecast, we hope to eventually remodel all 622 buildings, ideally without seeking a tax increase.
At the February 27 School Board meeting, the school board passed a resolution to move forward with Phase 1 of the District 622 Facilities Master Plan, which will ultimately guide the renovation of all 622 buildings over time.
Phase 1 includes plans to remodel Castle and Richardson Elementary Schools. This decision aligns with current enrollment planning. Richardson borders two neighboring school districts as well as our own Weaver Elementary, which is experiencing significant overcrowding. Our goal is to refresh the Richardson building as we look to increase retention of our 622 students while drawing new enrollment to that school.
A housing development underway in Oakdale will result in many new families moving into the Castle attendance area. Renovations to Castle are intended to add capacity and attract new families.
In Phase 1, both Castle and Richardson will receive large-scale updates including improvements to the secured entrances, technology, lighting and energy efficiency. Learning spaces will also get redesigned. Construction is slated to begin in the summer of 2018, and is expected to be completed in the fall of 2019. Castle and Richardson families will receive further information as it becomes available.
As we prepare for the work at our elementary schools, the district will be forming a district-wide Elementary Design Team consisting of parents, staff, and interested community members.
